It was never a recommendation, it was a inquiry if we could investigate the possibility. He wanted us to test the idea of bringing light into the body and testing bringing disinfectants into the body, possibly by injection.

I might presume the speaker is ignorant. In this case I suspect Trump hasn't had to deal with cleansers much. He was curious if there was a way to safely inject disinfectants and wanted doctors to test it. He also asked to test bringing light into the body.
