      Yes, so long as someone doesnt recount all 165 million paper ballots. Along the process votes get combined into shares of the total count, and this is where it can happen. Data not being transparent and public is a huge error...or purposeful feature if you like cheating.

      There is a missing data piece for us, which is what happens between precinct upload and Edison data. I've never heard of a precinct having access to a nationwide count where their count is viewable alongside all others. Great question: Why can't we all see that?

      Even then, if I didn't expect precincts to compare the cumulative totals amongst one another, I could write that tool to show whoever was logged in their correct total and manipulate others slightly to give the end total I want, so all would see theirs correct but total is hacked

      As soon as one precinct decided to ask another precinct, that would get discovered. They'd start asking around and find that it's all misreporting to the user. Seems like a high risk hack. Unless they can make it look like an innocent bug.

          The cumulative precinct totals would still add up to less than what the hacked total the state reports would be. So it would be easy to check for and discover.

          We're assuming precincts are disinclined to cross-check. In Scott's system where you only see your own totals, every precinct would need to cross check, which is unlikely. In the other system where you see every precinct's totals, a single pair of precincts could find a problem.
