Many elections are rigged through gerrymandering and court orders protecting protected classes, particularly in the south and big cities.

An improvement over the current system for counting would be to double count all results and reconcile the differences. This has been done in inventory counts. Create a red team and blue team and let each team count.

Under this question an area that needs to be looked at is “ballot harvesting.” Some is proven to have happened even though we did not have systems in place to catch it so likely much more widespread. The upside is much greater than the penalties.

US elections officials who are responsible for certifying election software are not qualified to determine the security of the software. A test run is insufficient. The proper way to prove security is to pay hackers to break the system using a significant standing bounty.

Considering how inept most government agencies are at being proactive against new threats, they likely wouldn't catch any sort of rigging that was outside the box. At least until accidentally discovered later.
