Absolutely. If the system designed was not designed as an “append-only” setup, then a superuser (known as the ‘root’ user) could wipe logs.

Doubtful, we don’t have one election with one person having “god access”. We run thousands of different elections, as elections are run at the county level. It would take several people conspiring which greatly reduces the chances. Not impossible but unlikely.

Yes, so long as someone doesnt recount all 165 million paper ballots. Along the process votes get combined into shares of the total count, and this is where it can happen. Data not being transparent and public is a huge error...or purposeful feature if you like cheating.
