The more likely issue is people filling out ballots that are not their own, through harvesting, absentee ballot intercepts, etc

Scott, there appear (to me) to be two paths to keeping the count correct but still change the vote Primarily the adjudication process, where a human looks at a ballot on a computer screen and manually injects a "chosen" result Second, if true,was a formula, even more nefarious.

The paper ballots that were filled out & submitted illegally would still be included, the harvested ballots would still be counted.

Depends on the system. There are a few types of voting systems and not all have a paper backup. I think you approach would catch fraud in the Tallying process. Problem is there is also the issue of fraudulent voters of which the VIP found many.

In GA the same people ran the same ballots through the same machines. None of the ballots were verified or checked for valid signatures at a level to reveal fraud is my understanding. Match requirements were at minimal tolerances for mismatched signatures.
