I'm sure the use of force guidelines are clear. Separately, I wonder if we saw a known military strategy (outside of guidelines) or a pure mistake. Did not look like a "mistake."

In my opinion only because it was a group of Trump supporters and not Antifa. If it had been one of theirs and and 10's of thousands were in walking distance I don't think there would be a building standing on Capitol Hill this morning.

More likely, a capitol policeman kept his finger on the trigger, against good practice. Sudden events or fear can reflexively contract that finger. Not consciously intended, but at least negligent with disregard for severe injury.
