Capitol Police have jurisdiction on federal property. However, as you may have seen as well, it looked as though there were security (Secret Service?) plain clothes personnel with drawn semiautomatic pistols inside. Were they following protocol or panicking?

They barricaded with *chairs*!!! That’s panic. The Capitol Police totally collapsed unprofessionally, and left these agents in a situation that led them to this point in their training.

And who authorized the use of force, when the video clearly shows fully armed riot police coming in and talking calmly to the protestors who were equally polite back to them.
