I am NOT a radar/microwave expert. But, I believe it is possible that the intent was not an attack but rather monitoring what was going on inside the embassies. .. or to interfere with/ intercept communications

That has been my belief also. Walls and objects react to sound waves, using small wavelengths those tiny movements could be captured and reconverted to sound.
