      In an ideal world of contact tracing, it would be. But there are areas in the country where the virus has spread too quickly that contact tracers have been overwhelmed. In some areas they have given up because it is spreading so quickly.

      Contact tracing is too hard. But asking if someone wore a mask or attended a concert, for example, should be part of the protocol.

      Manpower for contact tracing actually seems to be there. But I presume most people who go to restaurants go to many other locations where they could get infected, too.       Would it not be useful to know that, for example, people who did activity X (generically) got infected more or less often than average?

          I assume some of this evidence has already flown into the risk assessments of various activities, as published by CDC. Regarding the CA case, I think the question is rather: If not the restaurants, what else could be closed to reduce contacts?
