People do not realise what looks like a small amount to them in the real world has big impact on small businesses. Cash coming into small business varies, it's not the same as a regular salary. Totally different mindset.

@ScottAdamsSays I think this slight modification solves your problem: - Companies that currently provide health insurance will pay a 10% wage tax *instead* of paying for insurance. - Companies that do *not* provide health insurance may lower wages by 10% to pay the wage tax -
Employees that don't currently get health insurance from their employers will get it for 10% of their wages, which is a good deal
