How do you define “right” level of worry though? In my view deaths to be avoided (eg using masks, avoiding riots) could be a good measure.

Wouldn't you want people to worry more about a spreadable disease in order to reduce the spread of that disease? He (and others) waited too long to, so the disease spread further than it would have *if people were more worried about it sooner.*
