Relying on Congress for timely spending decisions during a national emergency is a flawed system. Would be better to put national emergencies in the Commander In Chief's job description, including budget decisions, because homeland security and the economy are entwined.

I'm not inclined to give the Supreme Court any more power than they already have. I'd rather find ways to take some away. They're a big reason we're in this mess to begin with. Arguably the biggest.

It’s what congress actually wants, the ability to pass along the power and responsibility to another branch. It allows them to throw shade and keep their “jobs”.

Spot on. Even more important than blaming others is the scheme Congress has followed since 1936 is to offload its functions onto the administrative agencies so it can have more time for campaigning & raising money however it can, legally or illegally, morally or immorally.
