I don’t believe any country is doing widespread testing and contact tracing EFFECTIVELY. Sounds like something a government might say they are doing because it sounds good.

In investing there’s a concept of hedging and risk management. Basically hope for the best, plan for the worst. Trump is a strong, decisive leader, if in Feb or March he strongly ordered a decisive national plan to be created, and pushed for a strong testing plan...

... then hopefully it would have gone away, but if it didn’t we would been more prepared. But we didn’t do that, there’s a lot of evidence this needed national coordination of testing, PPE, contact tracing, all of it.
