I don't think my experience is the same. I have been told not to bother applying because the job was already being set aside for a specific person, but that they were still required to post the opening.

Out of school, I wanted to interview with a major agency I interned with. My boss during internship told me they were on a hiring freeze unless you were a minority candidate so don’t bother.
