Data is the enemy. Comparing the total number of Race X stopped by the police vs. Race Y & coming to the conclusion that Race X is stopped by cops more often is illogical. What is the ratio of Race X to Race Y in the area being policed? We never have all of the critical variables

You don’t think there are any departments with “productivity goals”? If not for revenue then to justify budgets? Or that an incentive exists on an individual basis to increase personal OT pay? Especially when that pay helps to set the level of one’s pension at retirement?
