Three things I learned from the #BLM protests:
- No one can point to an example of systemic racism (except against whites and asian-Americans)
- Resisting arrest is the only thing that gets you killed by cops
- Reparations would be negative if you calculated them correctly

If we notice racist outcomes in the justice system, e.g., worse outcomes for black ppl under War on Drugs, and we do not actively correct those, then it is systemic racism. Individual unaware bias of judges may not itself be systemic racism, but unchecked cumulative effects are.

I'd want to know more about sentencing guidelines to have a useful opinion on this.

You are again asking about systematic evaluations, which are different from systemic ones. Yes the system is designed to include human judgement, but not ones based on race. A well designed system accounts for and works to eliminate, or at least mitigate, those type of biases.
