      My understanding is that racial disparities in outcomes are, by definition, systemic racism. The "reasons," as I understand it, are not part of the conversation. Because you could change the system (lower the rim, for example) and get more equal outcomes.

      1. That's a logical fallacy. The statements "systemic racism is one reason for unequal outcomes" and "unequal outcomes are entirely the result of systemic racism" aren't equivalent. 2. The NBA analogy is bad. The NBA isn't a system grounded on or yielding for equal outcomes.

      The intentions of the designers of a system are irrelevant to this discussion. If I intend to design a fair system (let's say college admissions) but it doesn't turn out that way, it is systemic racism by the common definition.

          Interesting question.. the complexity would be far greater, and the assumptions would need to factor in where the incentive and information channels are designed into the system, understanding how they effect human behavior over time.

          But a "common definition" that implies some reality-denial, it's not an useful definition to talk about reality. The "common definition" you mention implies that evolution stops at the neck and that genes do not influence average behavior in large populations.

          By the answers @ScottAdamsSays gave to @AndreasShrugged, I would image affirmative action in the US would qualify as an example for systemic racism? It is by law, so systemic. And in an abstract way, discriminating by race could be seen as racist (the very definition of racism).

          Affirmative action is a politically correct version of systemic bias. However it gets a pass in society due to it largely being perceived as an antidote to racism, for better or worse.

          No to your first point. The system of capitalism is intended to produce unequal outcomes. The system of competitive sports, too. The system of justice is intended to produce equal outcomes for equal crimes and background.

          To your 2nd point: One could debate whether a standard college admission test is fair. We know that on average schools in urban black neighborhoods are worse than schools in other neighborhoods, and this is persistent. Do their students get a fair chance to compete for college?
