Nope. The justice SYSTEM seeks to provide equality before the law by the means of courts and jurisdiction. If it fails to provide that, it's a problem of the system even if caused by individuals.

It seems to me that the problem might be with single points of failure. Anytime one individual makes a decision in the system, bias plays a more prominent role. Doing things by committee will slow things down, but even out results. See juries, as opposed to judges.

Scott, when a disproportionate number of bigots are empowered in the judicial system to disproportionately put minorities behind bars for nonviolent offenses, is that a few bad apple-y bigots or is it.... wait for it... systemic racism? You're word thinking by differentiating.
