      Update: I’m getting examples in the comments, but to me they look like “ordinary” racism, such as denying jobs, loans, housing based on race. What makes something “systemic”?

      I think what they are trying to say by using the word "systemic" is that bad cops tend to stay in the system due to protections built into the system instead of being rooted out. Unions may be part of it. It could be as simple as that.

          Probably for the same reason people can't agree on "comprehensive" immigration reform. The words "comprehensive" or "systemic" are too vague.

          Wiggie Corp likes to hire people who are referred by existing employees and rewards its employees when positions are filled on their referrals. Because it has predominantly white employees, black people are frozen out of many positions even though no one is racist per se.

          This might be another example of systemic racism, but it may be just political maneuvering. The problem of voting in-person in Georgia. If it is done purposely by Repubs to lock out black, i.e. Democrat votes.
