What strikes me as odd is that Minneapolis has been Democrat controlled since the 70s. This officer had multiple prior complaints against him. Why couldn't these mayors control their own police force? Are they weak or do they just pay lip service to police brutality?

I'd expect that police unions and labor contracts make it very difficult to fire a cop in Milwaukee, as in most cities. But of course those contracts were signed by (mostly Democratic) mayors and city councils.

I might be wrong but, it sounded to me like he was saying "whites are fundamentally racist, and can flip the switch at any time", as opposed to questioning his personal belief system.
