Are there any countries routinely using Hydroxychloroquine for early symptoms that are having worse-than-average outcomes overall? I only know of the better-than-average cases such as Cost Rico.

The news says Costa Rica uses hydroxychloroquine for treatment, not prophylactic. If it had an effect, it would explain few deaths. Besides growing spread India has 8944 serious/critical within 78,444 active cases which is more than 10% and this is very very high number relatively (source worldometers). This number is that one would expect to be low if HCQ actually worked.
