More testing is good, but there is a point of too much testing. If positive returns get down at 5%, we are starting to massively over test. It is a waste of time and resources to test too many people. This is why they have given the 10% positive return as a baseline.

While the number of cases we have reported each day has been fairly stable around 25-30k/day, the amount of tests needed to get that number has nearly doubled. Essentially we are trying harder and harder to find the cases. This is very, very good news.
