Yes but remember the issue now is not government restrictions but the fear of people. That has a big effect on economic activity. There is no magic wand while the virus is still out there.

What is semi-mitigation in % terms of the current situation? In several countries, the reproduction rate has fallen below 1 during lockdown, so there would be a bit of wiggle-room to get back to 1. But everything permanently >1 would sooner or later overwhelm hospitals, I think.
