Why would the CDC inflate flu deaths? Can someone smart & skeptical hazard a reason?

I can tell you that Germany has a similar procedure. Our CDC collects weekly samples of swabs and tests them for influenza and other respiratory viruses. The test positivity rate is then fed into a model to estimate how bad the disease burden of influenza currently is.
