Sounds like a logical assessment: '"If the question is, 'Would it be a good early indicator if somebody has Covid-19 infection?', I would say probably not," said Dr. Curtis. That's because low oxygen levels are a relatively late indicator that a person has Covid-19.'

Now work through the odds. Is a late indicator better than no indicator when you are talking about an easily-spreadable virus? How many infections are avoided?

Is this another "well we don't have a random sample study of n=10000 so we can't possibly use logical inference to reach a reasonable conclusion" situation?

It shows if you have a low oxygen levels in the blood before you get nasty issues like ARDS or any other visible signs. So while it says it's "relatively late", it can always be later. I totally agree with you, looks like they hunted down the one "masks don't work" doctor.
