The problem is that everyone wears masks, so part of the process of understanding communication "in context" is trying to uncover the mask (mind reading) The lower the trust is between communicating parties, the more we will read between the lines.

That is not to say that there are a significant number (majority?) of people who willfully misunderstood Trump for political reasons, but that is a separate issue.
