True. But the trade off is that they are the only one from the group that is remotely or theoretically accountable to people in the event of failure or missteps. Hard choice you pose, admittedly.

Politician is the worst answer. They don't "do" anything. President & Governors are the only ones forced to. That makes them a combination CEO / Politician.

Everyone has bias, those that think they don’t are most enslaved to them.

A politician's bias is the fulcrum of their power/influence. I'm agnostic to the 'good or bad' argument. It is handy to know.

Everyone has bias. shouldn't decisions be driven by the desires of the constituency? Background of greatest decision makers has historically been what...? Engineers should give input, but only one factor.
