          Yes, guidance can be provided, but people will decide too. This galls statists to no end who think government has all the answers when in fact is doesn't even know what questions to ask besides, "how does this give me power?"

          States will ignore, but it will give Trump the leeway to take credit for positive results (they followed my plan) while blaming states for bad results (it was their own decision).

          The idea is that in chaotic, as opposed to completely random, system, long term prediction usually impossible, but short-term observations can be modeled (hence all of the do-hickeys).
