And when velocity pick up, the hurting will be evident. Inflation will increase dramatic. If this time ever come is hard to say, but seems unlikely it won't.

It does start causing inflation once the money starts circulating faster. If the economy is in a bad spot you have to choose between really tanking the economy by taking the money back (Fed selling assets it previously bought) or letting inflation go wild. See stagflation.
