At a guess, less co2 is a result of better, more precise control of technology in general, which also increases gdp/capita. So, perhaps "better technology" is the cause resulting in both effects.

No causation between the left and bottom axes, probably... which is his point. You'll notice no one went the other direction, so changes along each axis are probably independent of each other, driven by other things.
If you move the chart from 2004 to today. Add Germany and France. China doubles while the US drop by 33%. There might not be any. I don't know enough to say. But the graph does at least show that economic growth is not incompatible with treating the environment better.
