      My job for years was to do estimates for things that could not be accurately estimated. It isn't hard. You show your assumptions and adjust as events require. It is always better than nothing.

          Agree. In military planning we make assumptions in absence of facts, in order to continue planning. We allocate resources to validate or invalidate the assumption(s) as part of the plan.

          With an adversary actively buying up and denying access to critical resources, numbers such as those you are constantly searching, for have national security implications and as such are the most likely reason for the seeming unavailability.

          When this is all over there will be a reckoning on how people treated this and climate change. E.g. I look forward to only scientists commenting on climate change from here on in. You know the saying - garbage in, garbage out - sometimes nothing actually is better than something.

          The WSJ is starting to provide the sort of high level estimates I think you're looking for. Example, "Hospitals in the U.S., which have about 60,000 ventilators on hand, will be about 25,000 short of what they need when the surge in coronavirus patients peaks"

          It would also be great if all the governors did inventory of all the PPE supplies, ventilators, etc that they have hidden in stockpiles before requesting what they need.

          I do agree with you, but there's no way Dougherty, GA could have anticipated a superspreader blowing up that community. By the time they figured out what they needed the crisis has most likely passed. The need for this number was on the front end of the crisis not during.

          Requires a culture where iterative estimation processes are recognized and accepted. Obviously cya gov jobs do not have. One time I presented an estimate with actuals to date showing divergence along with updated estimate. Was completely reamed by the new CEO in space industry.
