They don't, with this virus. Back in February, people warning this NANOvirus can get in through regular masks. Remember the evacuation flights with the guys in moon man suits? If you want your mask, break out your goggles too. It gets in through the eyes.

Maybe as a reminder to not touch your face. Unless you mean the psychological soothing it offers and since the course of action is to have us act as if each and everyone of us is an infected carrier then mask up. How about mandatory goggles?
