      This could be a very badly worded version of the claim Masks don't protect you from infection, they protect the people around them from infection from you. I believe the theory is the droplets leaving your mouth are initially large enough to be caught in the mask.

          See additional comments. Also, I'm just throwing a 'generous interpretation' of their remark as devil's advocate. But if you had a shortage (other countries may be in worse shape than US), there would be a logic to prioritizing to the most effective use.

          Masks need to be changed every few hours or prior if becomes moist from breathing. Because the moisture of the mask would be a conduit for virus or bacteria to gather and then get breathed in. Mask if symptomatic and used properly otherwise it's useless or harmful.

          Anyone symptomatic shouldn't be out in public. In the US, the asymptomatics don't know they're infected because, generally, regular people can get tested only if they're showing symptoms.
