I live in Northern Maine where pulp wood is harvested and the raw materials end of the production chain is unaffected, for that matter the local mill is running at capacity so stuff like 2x4s are not affected either.

It would be the points in the chain where workers can’t maintain enough distance that would go first.

The paper products industry is crazy vertically integrated. Most of the raw materials (forest farms, etc.) and pulp production plants are domestic.

Tissue machines can't make board stock for plates, cups, etc. And board machines can't make tissue. I work for a board mill. We make plate stock and cup stock and also market pulp. Kimberly Clark, Georgia Pacific, and Procter and Gamble make almost all tissue in US.

I work in a factory that makes both kinds of paper. I am limited to what I can say, but the pulp mill makes more pulp than the tissue machines can process. Limiting board machines will not increase toilet paper production. Besides, the board is used in pharmaceutical packaging.
