I think PPE is probably short because of unusual amounts of people coming in needlessly. Even if they dont admit them they still burn PPE on them.

In terms of anticipated need, yes, but as far as I can tell, the focus has been on anticipated need, rather than current need, and this partially reflects disagreements over its benefits for this virus within the medical community initially.
