Is helpful to take chloroquine even if you have not tested at all? I mean it’s only one tablet a week. What if the entire population took it?

That's more of a supply issue. The drug doesn't prevent infection, but if you had it in you on day one, the virus would have trouble getting much traction. And short term use is safer in terms of side-effects, so preventive use probably has to be limited to a few months.

People take it all the time when they are going to visit say India or another malaria country. Why not act like everyone is going and take it? I understand the retinal damage risk with an overdose.

First of all we evaluate if the idea might work or not. Supply is secondary. American ingenuity can surely find a way to produce the quantities. Anyway I hear Bayer is getting to donate large quantities of the hydroxy or normal version.
