Wealthy Chinese have to invest in the US somehow because we buy so much from them with USD they can't use anywhere else.

The EB5 visa program incentivizes them to invest in projects that create jobs in the US. The alternative if we do nothing appears for them to buy real estate in the US. More jobs is better than higher rents, so perhaps letting a few investors in is a necessary tradeoff.
