Clarification: This would be a website, not a mobile app, which would be harder to build. Would be blockchain based and distributed.

Good idea - but keep in mind Apple is rejecting any app that relates to the Coronavirus epidemic unless it's from the developer account of a reputable health organization.

Definitely. But also link it county, state, regional, and nationwide. That way, people could check to see if availability is greater across a county or state line that is close-by!

if they dont already have an inventory system capable of this, they have been doing something very very wrong. now... get that to interact with other systems for management on the county level, which reports up to a state by state level which then feeds into a fed level?
