AFAICR Bernie’s plan specifically targets: - very large companies with high pay gaps - trading - billionaires - as you put it, some form of moderate middle class participation vastly compensated by the savings.

Unless I miss something (or we go seeking indirect costs) I don’t see where Sanders primo facie policies would give a reason for 99% of the voters to think they’d be funding them.
