Probably chance. There isn’t 100% transmission rate, so few travelers mean few infections in some places.

All virus have a life cycle. You completely quarantine the virus (infected people or the "mules") until it all destructs)

The seasonal flu does effect everyone eventually, and mutates as it goes so we get endemic seasonal flus, but it spreads much much slower. This virus is new and spreads exponentially faster and thus will reach most everyone before it burns out or provokes herd immunity
