My personal opinion is that Iran has been attempting to provoke military action by the US in order to rally a public that has turned against the theocracy in power there. They might believe that by creating an external enemy, they can create a more cohesive domestic environment.

They seem to have been getting more desperate in their provocations as time has gone by. There could be an economic factor at play. War is expensive, maybe they felt a need to get things going before they could no longer afford it.
