Just brainstorming here, but I wonder if one could build a market around betting on the success (but never the failure) of the hard-to-employ. Let's say I know a recovering addict who would be a good worker but employers disagree. . .

Okay, so if it's like options trading, how do you hedge? You have to take one side or the other. In a spread trade both sides are binary, but the loss is outweighed by the gain. How do we achieve a similar situation? Like short selling, taking the fail side may set the odds.

I suppose if it's an organization or business model. I assumed you meant a market place, like an exchange, where you would "broker" a bet on the success of the individual, very similar to Trading Places.
