Fleischer’s tweet says “So too did several former Ukrainian government officials.” See those words: “so too?” That verbiage draws a comparison. That’s how English works. If there’s no comparison, there’s no point to the sentence.

No that isn't how English works. Comparisons use comparative or superlative adjectives, not adverbs like "too". Used here "too" is a qualifier for "did" indicating "in addition" to establish a relation, not a comparison.
