Not really. If an action helps him politically, that by itself is ok. If he had extorted Ukraine (like Biden did), it might be a crime. He didn't do that. It is ok for him to have a political motivation. Especially if there was also a motivation to investigate corruption

Correct. On May 23 DoD sent a letter to Congress certifying “Ukraine has taken substantial actions to make … reforms for the purposes of decreasing corruption, increasing accountability, and sustaining improvements of combat capability enabled by US assistance.” No excuse.

If I were Trump, I wouldn't blindly trust some bureaucratic certification. I would want to verify that for myself. Sure enough, Trump is just like me. He did want to do that. Good for him.
