It is an imperfect standard, but at least it is a rational one. Fairness is not a rational standard.

I don't see how "fairness" is any more irrational than "greater good". Both are based on subjective evaluation based on arbitrary values and questionable assumptions about how the real world works.

I think you would find it easier to agree on the common good before you could agree on fairness. Take war, for example. It isn't fair that only young men (mostly) fight and die, but not much disagreement on what the common good looks like.
