Unless friction is an incentive. Tell a hacker, "You can't break into this system." That's what regulating 3D printing is.

Regulation will stop the non-hackers, but it was never going to be a big thing for them anyway. For the hackers, would some be deterred? Maybe, but just as many who wouldn't have been interested will try it out just for the challenge.
