I question that assumption. The Constitution does not say I have to subsidize the cost of gun ownership for high risk groups, and that's the current situation. My taxes are (effectively) already that insurance, as I pay for police, healthcare, etc.

In the thought experiment model, which this is, changing the Constitution is on the table. In a political model, the odds are more relevant. This is not a policy proposal. It's to make people think of the issue in a new dimension.
