I question that assumption. The Constitution does not say I have to subsidize the cost of gun ownership for high risk groups, and that's the current situation. My taxes are (effectively) already that insurance, as I pay for police, healthcare, etc.

Did you read it? It isn’t an amendment change. It’s insurance. You can bet money if insurance companies can make a profit, and it survives a challenge, it will catch on quickly.
