How do you insure against a criminal action? It is actuarially impossible.

It's called a surety bond. If a shooter generates social costs, the insurance pays the local police, healthcare, etc. to compensate taxpayers.

Yeah, but there's a difference between having insurance and requiring insurance. There's already insurance that you *can* buy to protect yourself (IE pay for your defense) when a gun you own is involved in some kind of civil or criminal trial.

You can buy insurance for using a weapon to defend yourself currently. It won't defend you if you go on a spree an start killing people. Insurance that did that would be a mistake. Even if it just covered medical bills. Even surety bonds don't cover intentional acts. And wont.
