This would more fall under things like earthquake safety rules. If it's a permanent structure there are extra safety regulations as the risk goes up compared to truly temporary ones.

For those complaining about zoning, these regs are what allow most of us to live without a 24 hour truck stop next door or a neighbor’s construction crew building a garage at 3 am. Until you’ve had a terrible neighbor, you won’t understand the value of zoning.

Well stated. These are mostly NOT homeless. They are better defined as you said - Street People. Solving an imaginary housing crisis will not help the people.
